Position Description:
Access Services is hiring a Senior Payroll Administrator to join our finance team. Access Services is a highly respected, non-profit organization devoted to serving and supporting individuals in need in our community. Our finance team supports the work of our programs in the communities we serve. Our organization has three major program areas: behavioral health, children and family services, and intellectual disability and autism services. The finance team has a history of long-term and mission-minded staff. We work collaboratively as a team to give our programs excellent service.

The Senior Payroll Administrator will:

  • Perform full oversight of managing, maintaining, developing, processing, reporting, and facilitating payroll functions for the organization.
  • Maintain all payroll related records.
  • Provide comprehensive reporting to leadership of the organization as needed.
  • Provide external mandated reporting (i.e.- Department of Labor) as required.
  • Serve as a resource for, and make recommendations on, wage and hour and Fair Labor Standards Act (FLSA) issues.
  • Consult administratively on legal aspects of wage and hour and payroll tax requirements.
  • Research any staff questions related to their payroll.
  • Respond to requests for unemployment wage reports, salary verifications for mortgages and loans, and other payroll-related requests within required timeframes.
  • Create and distribute payroll reports as requested.
  • Communicate effectively with employee(s) about payroll changes, policies, determinations, and/or corrections to ensure individuals are well informed and properly advised.
  • Maintain regular and predictable attendance and be available for hours beyond normal schedule as needed for completion of tasks or in emergencies.

Specific Requirements and Preferences:
Education and Experience: 

  • Bachelor’s degree in accounting, business administration or related field plus five (5) years of payroll administration OR ten (10) years’ direct experience of basic and advanced payroll administration required. 
  • Familiarity with EVV processing is helpful.

Certification: 

  • Current Certified Payroll Professional designation strongly preferred.

Knowledge, Skills, and Abilities:

  • Detail oriented and excellent organizational and oral/written communication skills.
  • Ability to work as part of a team and to effectively communicate and interact with all levels of staff.
  • Ability to effectively manage multiple priorities.
  • Strong analytical skills.
  • Thorough knowledge of wage and hour laws.
  • Proficiency in, or ability to learn and use, cloud-based payroll and time and attendance systems (currently ADP and MITC).
  • Demonstrated knowledge and experience working with payroll and time and attendance software, including set up and implementation.
  • Proficiency in, or ability to learn and use, workplace applications, platforms and technologies including experience with automated time and attendance systems; EVV (Electronic Visit Verification); SharePoint; and Teams.
  • This position requires the ability to travel, as needed, during a normal workday for responsibilities such as offsite meetings and providing service oversight and supervision.
