Manager, Learning and Development

Position Description:
The Manager of Learning and Development is responsible for assessing organization-wide developmental needs to drive training initiatives and identifies and arranges suitable training solutions for team members. This position actively searches, creatively designs, and implements effective methods to educate, develop, and enhance the performance and engagement of team members. This position is primarily responsible for development and integration of learning programs and associated projects to achieve strategic business goals and operational objectives.

Essential Functions

  • Leads the Learning and Development function at Penn-Mar Human Services.
  • Directs the needs assessment for learning and team member development to enhance the effectiveness of team member performance in achieving the goals of Penn-Mar.
  • Designs learning programs for leadership, management and team members including developing learning activities, audio-visual materials, instructor guides and lesson plans.
  • Identifies and incorporates best practices in learning and development into program plans and L&D Team.
  • Provides a broad range of consultative services to various levels of team members regarding team member and leadership development and team member engagement.
  • Provides leadership support to certification and credentialing programs and processes including the Direct Support Professional career ladder initiative.
  • Review’s evaluations of training courses, objectives and accomplishments.
  • Makes assessments of the effectiveness of training programs, identify gaps and recommends solutions.
  • Consults with management on learning strategy and team member development and retention.
  • Leads and delivers team member and leadership training and learning programs.
  • Responsible for all aspects of the Learning Management System
  • Leads resources responsible for compliance training and tracking, archiving, and reporting on all training activities within the agency, including those required by industry (compliance training) regulations.

Supervisory Responsibility

  • This position supervises an L&D Coordinator, an L&D Consultant, and an L&D Administrative resource and helps to coordinate internal adjunct Trainers.

Specific Requirements and Preferences:

Required Education and Experience

  • Bachelor's degree in education, business, or related.
  • Minimum of 7 years of experience in facilitating training, teaching or coaching programs.
  • Minimum of 5 years of experience leading projects, teams or processes, preferably in L&D.
  • Experience in continuous improvement and process innovation.
  • Presentation or public speaking experience. 

Preferred Education and Experience

  • Master’s degree in education, business, or related.
  • Certified Professional in Learning and Performance (CPLP) credential.
  • DDI Certification
  • Virtual Facilitation Certification
