The Office of Developmental Programs (ODP) governs intellectual disability and autism services through its laws and regulations that are enacted by the Pennsylvania legislature. Those funds are matched almost dollar for dollar by federal Medicaid funds through Medicaid Waivers submitted to and approved by the federal Centers for Medicare and Medicaid Services (CMS). In addition, ODP regulates private intermediate care facilities for people with intellectual disability (ICF/ID). ID/A services are among the most heavily regulated services in the Commonwealth. Thousands of state and federal regulatory provisions govern the way services are provided, monitored, and funded.
