Jay Layman

Jay Layman, PAR’s Senior Legislative Lobbyist, is a walking encyclopedia of Pennsylvania political and legislative history. In over 45 years of lobbying for human services and environmental causes and on health, education, business, economic development, professional licensure, state budget and transportation issues he has earned a well-deserved reputation as an outstanding lobbyist at the PA Capitol. As a respected lawyer, Jay served as general counsel to many nonprofit and professional associations providing representation in a broad cross section of issues confronting these organizations. In his four decades of lobbying, Jay has become an expert in understanding the PA state budget and appropriations processes. He is a member of the PA and Dauphin County Bar Associations and he maintains his Attorney’s License with the Supreme Court of Pennsylvania although he no longer engages in the private practice of law Jay earned a B.S. in Geology from Dickinson College and his Juris Doctor from Penn State - Dickinson Law.
