Position Description:
The Executive Director is responsible for all facets of the planning, development, direction, and operation of a $20 million plus multi-state program (Eastern Pa. and Delaware) for people with Intellectual and Developmental Disabilities and Autism. The program includes Residential supports provided in Community Living homes and apartments as well as Community Oriented Day Services and Supported Employment. Emphasis in the DD program is to provide the highest quality of services tailored to each person’s needs to support their continued growth while maintaining the Health and Safety of the individuals served.

The Executive Director supervises all Residential and Day Program Directors in the two states as well as HR, Accounts Payable, Quality Assurance, Client Funds staff, and co-supervises Accountants for the program. Also ensures that the office is structured to support the activities of the Program Directors and their staff as well as meeting the needs of individuals, including thru the development of databases and reports to assist with operations and the monitoring and oversight of needs and services provided. Responsibilities include a substantial amount of fiscal planning and analyses and reporting to two States and Medicaid billing entities for the programs, as well as ensuring compliance with each state's numerous regulations from both a fiscal and programmatic area of emphasis. Designs reports for analyses and negotiations with funding agencies as well as for review of expenses by Program Directors for each service, and oversees Accounts Payable and Payroll for 45 locations.

Specific Requirements and Preferences:

  • Masters Degree and 20 years of progressive experience in the field of Intellectual and Developmental Disabilities and Autism.
  • Extensive knowledge and skill in working with individuals with Intellectual and Developmental Disabilities and Autism.
  • Knowledge of Governmental systems and funding mechanisms in each State and ability to analyze rates to provide feedback to Funders, make comparisons to costs, and work cooperatively with other agencies, legislators, and funders to effect changes in rates.
  • Knowledge of Human Resources oversight and planning including compliance with Federal, State, and Agency mandates as well as working with governmental entities to secure a Living Wage for staff.
  • Budgeting for and projections for raises, construction and modification of wage scales, etc. 
  • Must be organized and data oriented with the ability to design reports to facilitate analyses.
  • Ability to oversee Accounts Payable and Payroll for 45 locations.
  • Excellent writing skills and ability to write grants.
